The young coordinater from Slateport City has a very particular nature. Dorned with an attire much like his Cacturn, Harley is an excentrique man who is very sure of himself. He's very good at manipulating and swears revenge on anyone who disrrespects or disagrees with him. He takes great pride in his coordinator skills and has been known to perform intimidating acts for the audience during the preliminary rounds.
